joined the Van Horn Rural Health Clinic and the Culberson Hospital team in 2013.  He received his Bachelor of Science in Chemistry and Math from Tarleton State University, Stephenville, Texas, and his Medical Degree from the University of North Texas Health Science Center. Ft. Worth, Texas.  He completed a rotating internship at Bay Osteopathic Hospital in Bay City, Michigan.  Prior to relocating to Van Horn, Dr. Garner practiced family medicine in several small Texas communities including Brownwood, Groves, and Comanche. Dr. Garner also helped cover the Emergency Room and provided inpatient care to patients admitted to Comanche Medical Center. 



David J. Cummings, M.D. David J. Cummings, M.D. 

became a member of the provider team at Van Horn Rural Health Clinic and Culberson Hospital in 2019. He completed a Family Medicine Rural Residency program at the University of Nevada – Las Vegas School of Medicine, and received his medical degree from the Paul L. Foster School of Medicine at Texas Tech University Health Sciences Center in El Paso.

Dr. Cummings also earned undergraduate degrees in microbiology and health information technology at the University of Texas, Austin, and an Associate of Arts degree from Temple College in Temple. He maintains active certifications in Basic Life Support, Pediatric Advanced Life Support, Advanced Cardiovascular Life Support and Advanced Life Support in Obstetrics.



Rodett Osorio, PA-C Rodett Osorio, PA-C 

brings a strong background in health care to the clinic and hospital. After receiving a Bachelor of Science degree in Clinical Laboratory Science, Rodett practiced in the laboratory setting for over seven years, first as a medical technologist at Saint Elizabeth Regional Medical Center in Lincoln, Nebraska, and later as a laboratory supervisor at McAllen Medical Center in McAllen, Texas. He subsequently returned to Union College where he earned a Master’s Degree in Physician Assistant Studies.



Lorina Lujan, PA-C Lorina Lujan, PA-C 

joined the medical team at Van Horn Rural Health Clinic in 2018.  A native of Odessa, Texas, she grew up in Kermit, Texas.  She worked at the Texas Tech Rural Clinic in Kermit as part of the office staff while completing her Master of Physician Assistant Studies at Texas Tech University Health Sciences Center, School of Allied Health, Physician Assistant Program in Lubbock, Texas.   She began her physician assistant career with Dr. Davidson at Family Medical Center of Monahans, Monahans, Texas, before returning to Kermit to work at the Winkler County Rural Health Clinic.



Gilda Morales, DC, MSN, ANP-C Gilda Morales, DC, MSN, ANP-C 

Began working as a nurse practitioner in the Van Horn Rural Health Clinic in 2015. She is a Van Horn native who pursued her undergraduate and graduate education at Sul Ross State University, Alpine, Texas, and her Doctor of Chiropractic Medicine at Parker College of Chiropractic, Dallas, Texas. As a chiropractor, she worked for a medical clinic in Dallas, Texas, beginning in 1997, and later set up her own practice in Garland, Texas. Morales returned to Van Horn in 2006 where she established Southwest Wellness and Fitness Center before obtaining her Bachelors in Nursing from Western Governors University, Austin, Texas and her Advance Practice Nursing degree from South University, Savannah, Georgia.
