Van Horn Rural Health Clinic


Van Horn Rural Health Clinic is dedicated to keeping your whole family healthy. Our team of physicians and mid-level practitioners provide patients with a full range of preventive, diagnostic, and treatment services, spending the time and giving the attention needed to achieve and maintain good health.

Utilizing a Patient-Centered Medical Home model of healthcare delivery, our providers and staff work with you to assess your health status, address specific problems and concerns, and coordinate the specialty care provided by other healthcare professionals. Our providers also cover the Emergency Department at Culberson Hospital.

We serve as your advocate in all health-related matters, including the appropriate use of specialists, health services, and community resources.

Our goal is to help you get healthy, and stay healthy.


Ed Garner, D.O. ,
Dr. Garner became a part of the Van Horn Rural Health Clinic and Culberson Hospital team in 2013. He received his Bachelor of Science in chemistry and math from Tarleton State University, Stephenville, Texas, and his Medical Degree from the University of North Texas Health Science Center, Ft. Worth, Texas. He completed a rotating internship at Bay Osteopathic Hospital in Bay City, MIchigan.

Prior to relocating to Van Horn, Dr. Garner practiced family medicine in several small Texas communities including Brownwood, Groves, and Comanche. Dr. Garner also helped cover the Emergency Room and provided inpatient care to patients admitted to Comanche Medical Center.

Gilda Morales, DC, MSN, ANP-C ,
A Van Horn native, Morales left the community to pursue her undergraduate and graduate education at Sul Ross State University, Alpine,Texas; followed by a Doctor of Chiropractic medicine at Parker College of Chiropractic Dallas, Texas. As a chiropractor, she worked for a medical clinic in Dallas, Texas, beginning in 1997 and later set up her own practice in Garland, Texas. Morales returned to Van Horn in 2006 where she established Southwest Wellness and Fitness Center before obtaining her Bachelors in Nursing from Western Governors University, Austin, Texas and her Advance Practice Nursing degree from South University, Savannah, Georgia.

Rodett Osorio, PA-C ,
A graduate of Union College, Lincoln, Nebraska, Rodett brings a strong background in healthcare to the clinic and hospital. After receiving a Bachelor of Science degree in Clinical Laboratory Science, Rodett practiced in the laboratory setting for over seven years, first as a medical technologist at Saint Elizabeth Regional Medical Center in Lincoln, Nebraska, and later as a laboratory supervisor at McAllen Medical Center in McAllen, Texas. He subsequently returned to Union College where he earned a Masters Degree in physician assistant studies.

Effective management and treatment of various chronic medical conditions is important to maintaining a healthy, active lifestyle, and the prevention and management of complications.  Some of the chronic medical conditions managed by your healthcare team at Van Horn Rural Health Clinic include:

Diagnostic and Screening Tests

Van Horn Rural Health Clinic also offers a wide range of diagnostic tests to assist with the development of your wellness or treatment plan.

Location and Hours of Operation

The clinic is located adjacent to the hospital at Eisenhower & FM 2185, but is slated to move to its newly renovated location in the south wing of the hospital in the fall of 2017.  The clinic is open Monday through Friday, from 8:00am to 5:00pm. However each provider may have a different schedule, so please call (432) 283-1020 to schedule an appointment. The staff will also make every effort to accommodate walk-in patients.

Outside of office hours- line will be answered by the nurses’ station at the hospital.

If you have medical insurance, please provide that information to our staff when you make your appointment. We will verify your eligibility and file a claim on your behalf.

Providing your insurance information in advance will help speed you through check in at the time of your appointment.

Copays, coinsurance and deductibles are due at the time of service. Not all services, even those most people consider routine, will be covered by every insurance plan. If you have questions about specific benefits, please contact your insurance carrier. Services not covered by your insurance plan are the patient’s responsibility.

The Van Horn Rural Health Clinic serves all patients regardless of inability to pay. Discounts for essential services are offered depending upon family size and income. You may apply for a discount at the front desk.
